ISP Arrests

ASHKUM, IL- Illinois State Police (ISP) District 21 is reporting the arrest of Haywood D.
Carr, 35, of Champaign; Max V. Triplett, 32, of Hammond, IN; Mary K. Gilbert, 61, of
Kankakee all for Driving Under the Influence of Alcohol. Jabarie J. Johns, 20, of
Kankakee, and Isahih D. Hill, 18 of Kankakee both for Unlawful Possession of a Firearm
and Obstructing Justice.
 
On February 23, 2018 at approximately 12:39 A.M., an Illinois State Trooper was on
patrol in Ford County. The trooper observed a vehicle disabled on the right shoulder on
I-57 southbound at milepost 261. The trooper approached the vehicle and spoke with
the driver, Haywood Carr. Carr showed signs of alcohol impairment. Carr was placed
under arrest and transported to the Ford County Jail for processing. Carr was charged
with Driving Under the Influence of Alcohol and issued a citation for improper parking on
the roadway.
 
On February 23, 2018 at approximately 9:01 A.M., an Illinois State Trooper was on
patrol in Iroquois County. The trooper observed a vehicle traveling above the posted
speed limit and weaving all over the roadway on I-57 southbound at milepost 284. The
trooper stopped the vehicle and spoke with the driver, Max Triplett. Triplett showed
signs of alcohol impairment. Triplett was placed under arrest and transported to the
Iroquois County Jail for processing. Triplett was charged with Driving Under the
Influence of Alcohol and issued citations for speeding and improper lane usage.
 
On February 23, 2018 at approximately 8:28 P.M., and Illinois State Trooper was on
patrol in Kankakee County. The trooper observed a vehicle traveling above the posted
speed limit and weaving all over the roadway on Route 17 at 4500E Road. The trooper
stopped the vehicle and spoke with the driver, Mary Gilbert. Gilbert showed signs of
alcohol impairment. Gilbert was placed under arrest and transported to the Kankakee
County Jail for processing. Gilbert was charged with Driving Under the Influence of
Alcohol and issued citations for speeding and improper lane usage.
 
On February 24, 2018 at approximately 3:14 A.M., and Illinois State Trooper was on
patrol in Kankakee County. The trooper observed a vehicle traveling at a high rate of
speed (102 mph in a 70 mph zone) on I-57 southbound at milepost 314. The trooper
caught up to the vehicle on Court Street in Kankakee. As the trooper stopped the
vehicle, the driver exited the vehicle and ran. Two occupants remained in the vehicle,
Jabarie Johns and Isahih Hill. A subsequent search of the vehicle revealed a firearm
and ammunition. Johns and Hill did not have a valid FOID. Johns and Hill were placed
under arrest and transported to the Kankakee County Jail for processing. Johns and
Hill were charged with Unlawful Possession of a Firearm and Firearm Ammunition and
Obstructing Justice.

Unit Three: Maroon 2015 Ford Fusion
Unit Four: Black 2017 Dodge Caravan
DRIVER: Unit One: Kenneth R. Swanson, 53, Midlothian
Unit Two: Glenn W. Kolzow, 75, Lafayette, IN (Deceased)
Unit Three: Seth T. Moody, 29, Danville
Unit Four: David K.Y. Chin, 42, Urbana
PASSENGERS: Unit Four: Stephen J. Robbins, 70, Rantoul
PRELIMINARY: Preliminary investigation has indicated the Chevrolet was traveling
northbound on Route 1. The Chevrolet came to a stop at the intersection
of 500N Rd waiting for on-coming traffic to clear in order to turn
westbound onto 500N Rd. The Semi was traveling northbound on Route
1 behind the Chevrolet. The Ford and Dodge were traveling southbound
on Route 1 at the same location. The Semi failed to stop, striking the
Chevrolet. The Chevrolet was pushed into oncoming traffic, striking the
Ford and Dodge. The driver of the Chevrolet was transported to a local 
hospital where he was later pronounced deceased. The driver and
passenger of the Dodge were transported to a local hospital with minor
injuries.
CHARGES: The driver of the Semi was issued a citation for failure to reduce speed to
avoid a crash. 

Governor issues state disaster proclamation for flooding in Iroquois, Kankakee, Vermilion Counties

SPRINGFIELD (Feb. 23, 2018) – Gov. Bruce Rauner has issued a state disaster proclamation for Iroquois, Kankakee and Vermilion counties. The declaration will ensure state support to communities that are battling floods caused by heavy rains earlier this week.
 
 
 
Governor Rauner toured flooded areas in the City of Watseka Thursday night and met with residents who have been evacuated from their homes.  
 
 
 
“I am impressed with the strength of the those who have been forced out of their homes and the volunteers who make sure they have essential needs,” said Gov. Rauner. “We must continue to stand together during times of emergency and provide continued support and assistance as these communities fight the rising floodwaters.”
 
 
 
The Governor also directed the Illinois Emergency Management Agency (IEMA) to activate the State Emergency Operations Center in Springfield to coordinate state personnel and assets needed to help local officials keep residents safe and protect critical infrastructure.
 
 
 
IEMA is receiving weather forecast updates and river stage predictions and staff is in close contact with emergency management officials throughout the state.
 
 
 
To assist with these efforts, the Department of Natural Resources has provided two boats to support flood patrols in Watseka.  Works crews from the Illinois Department of Corrections are installing flood gates in Hardin County, and the Illinois Department of Transportation is handling delivery of the pumps, hoses and sandbags.
 
 
 
More heavy rainfall is in the forecast this weekend in southeastern and southern Illinois.
 
 
 
For that reason, IEMA’s acting director, Jennifer Ricker, is reminding people to use caution when driving in flooded areas.
 
 
 
“Flooded roads can be dangerous, even deadly, so the best advice is always to ‘Turn Around, Don’t Drown,’” Ricker said.

Watseka Police DePartment News Release 02-20-18

1. Police investigated an accident which occurred on Tuesday February 20, 2018 at 12:51 P.M. on E. Walnut St. at the intersection with 8th Street. A semi tractor and trailer driven by Joshua M. Mooney, 30 of Cropsey, Illinois was east bound on Walnut St, and stopped at the red light When the light turned green, the semi tractor's engine stalled as he started to move. A vehicle behind Mooney, driven by Jamie L. McCullough, 20 of Sheldon started to move forward when the light turned green, and did not realize the semi stalled and struck the rear of the trailer. No injuries were reported and no citations were issued. 

 
2. Reginald E. Snyder Jr., 29 of Watseka was arrested on Tuesday February 20, 2018 at 1:30 P.M. in the 800 block of E. Locust St. on an Iroquois County warrant charging him with Unlawful delivery of a controlled substance. He was arrested after an Officer recognized him walking, and was aware of the active warrant. He was transported to ICSD jail where he awaits a court appearance. 

Iroqouis County Sheriff's Police Weekend Report 02/16-17/2018

News Release February 16th, 2018 
 
On February 16th, 2018, Gilman Police arrested Chad Koester, age 29, of Onarga, IL. According to police reports Koester was wanted on an outstanding Iroquois County warrant for Forgery. Koester was transported to the Iroquois County Jail where he remains in lieu of bond_
 
On February 16th, 2018, Iroquois County Sheriffs Police arrested Robert T. Smith, age 40, of Watseka, IL. According to police reports Smith was wanted on an outstanding Michigan warrant. Smith was transported to the Iroquois County Jail where he remains in lieu of bond. 
 
On February 16th, 2018, Sheldon Police arrested Cary R. Whitehead Jr., age 49, of Watseka, IL. According to police reports Whitehead was arrested for possession of suspected methamphetamine and possession of a narcotic instrument. Whitehead was transported to the Iroquois County Jail where he remains in lieu of bond 
 
News Release February 17th, 2018 
 
On February 17th, 2018, Iroquois County Sheriff's Police arrested Thomas D. Wilson, age 54, of Donovan, IL. According to police reports Wilson was wanted on an outstanding Iroquois County warrant for Violation of an Order of Protection. Wilson was transported to Iroquois County Jail where he later posted bond and was released. 
 
On February 17th, 2018, Iroquois County Sheriff's Police arrested Christopher R. Hollis, age 30, of Milford, IL. According to police reports Hollis was wanted on an outstanding Iroquois County warrant for possession of methamphetamine. Hollis was transported to Iroquois County Jail where he remains in lieu of bond.

Watseka Police Dept. News Release 02/17/18  & 02/18/18
 
• Joshua Brewster, 36 of Rossville, was issued a citation, after a traffic stop at stn and Mulberry St. on Monday, for improper use of a registration. He posted bond and was released. 
• Brenda Arbuthnot, 24 of Watseka was issued a citation, after a traffic stop at W. Walnut and Yount St. on Tuesday, for speeding. She posted bond and was released. 
• Robert Summers, 59 of Gilman and Carole Holste, 66 of St. Anne were involved in a traffic accident in the 700 block of E. Walnut St., on Wednesday. No injuries were reported and no citations were issued, 
• Rodney Caudill, 23 of Watseka was issued a City Citation Wednesday, for Inoperable Abandoned Vehicle, in the 200 block of W. Fleming St. 
• Alicia Benka, 24 of Watertown, WI was issued citations for disobeying a stop sign, no valid driver's license, no registration operation of an uninsured vehicle, after a traffic stop at N. 4th and Hickory St. on Wednesday, She later posted bond and was released. 
• Ashley Franklin, 31 of Cissna Park and Mindi Parsons, 28 of Watseka were involved in a traffic accident in the 200 block of S. Yount St. St., on Thursday. No injuries were reported and no citations were issued. 
• Justin Ward, 26 of Milford and Melinda Miller, 26 of Watseka were arrested for retail theft on Friday, in the 1700 block of E. Walnut St. Both posted bond and were released, 
• Edward Handy, 34 of Watseka was arrested on Friday, for domestic battery in the 100 block of W, Mulberry St. He was transported to 
• Stuart Wessels, 60 of Watseka was arrested in the 300 block of E. Walnut on Friday. He was charged with disorderly conduct and transported to where he later posted bound and was released.
 

1. Sheena M. Gagnon, 35 of Watseka was arrested on Saturday February 17, 2018 at 11:49 P.M. in the 400 block of W. North Street for an Incident that occurred at 10:56 P,M. in the 500 block of N, Market. She was transported to ICSD jail and charged with Disorderly conduct. She later posted bond and was released. 

2. Jordan A. Edwards, 28 of Sheldon was arrested on Sunday February 18, 2018 at 2:26 A.M. in the 700 block of E. Mulberry St. on two Saline County warrants charging him with Resisting / Obstructing a Peace Officer, and FTA — Disorderly conduct, after Police to a residence there for a subject showing up asking for assistance. He was transported to ICSD jail where he awaits extradition to Saline County. 

ISP Arrests

ASHKUM, IL- Illinois State Police (ISP) District 21 is reporting the arrest of Keith D.
Cahan, 24, of Chebanse for Driving Under the Influence of Drugs.
On February 13, 2018 at approximately 1:17 A.M., an Illinois State Trooper was
dispatched to a crash on I-57 at the northbound 308 entrance ramp (Kankakee County).
The trooper arrived at the hospital and spoke with the driver, Keith Cahan. Cahan
showed signs of drug impairment. After being released from the hospital, Cahan was
placed under arrest and transported to the Kankakee County Jail for processing. Cahan
was charged with Driving Under the Influence of Drugs, Possession of a Controlled
Substance, and Possession of Hypodermic Syringes/Needles. 

ILLINOIS STATE POLICE – DEATH INVESTIGATION

Pesotum, llinois – On February 12, 2018, Illinois State Police District 10 was notified
regarding an individual who was deceased on Interstate 74 eastbound at milepost 213.50.
Zone 5 Investigations and Illinois State Police Crime Scene Services were contacted to
conduct a death investigation.

Iroqouis County Sheriff's Police 2-10-2018

On February 2nd, 2018, Iroquois County Sheriff's Police investigated a single vehicle accident on Co. Rd. 200 E near Co. Rd. 1800 N. According to police reports, a vehicle driven by Kelsy J. Kerrigan, age 29, of Hersher, IL. was traveling southbound on Co. Rd. 200 E. when she ran off the roadway and over corrected causing the vehicle to skid across across the roadway. Kerrigan's vehicle entered the east ditch striking the embankment where it came to rest in the open field. Kerrigan reported no injuries, and no citations were issued. 
 
On February 4th, 2018, Iroquois County Sheriffs Police investigated a single vehicle accident on Co. Rd. 2200 E near Co. Rd. 2600 N. According to police reports, a vehicle driven by Tatiana S. Kuykendall, age 24, of Kankakee, IL. was traveling southbound on Co. Rd. 2200 E. when she ran off the roadway and went into the west ditch. Kuykendall's vehicle struck a culvert and went airborne into a creek where it overturned and came to rest upside down in the creek. Kuykendall reported no injuries, and no citations were issued. 
 
On February 5th, 2018, Iroquois County Sheriffs Police investigated a single vehicle accident on Co. Rd. 1400 N. near Co. Rd. 1000 E. According to police reports, a vehicle driven by Sean C. Barnes, age 28, of Ashkum, IL, was traveling westbound on Co. Rd. 1400 N. when he slid in the snow covered roadway and entered the north ditch. Barnes's vehicle struck a ditch embankment and overturned coming to rest on its roof in the open field_ Barnes reported no injuries, and no citations were issued. On February 9th, 2018, Robert L. Shrimplin, age 49, of Sheldon, IL. turned himself into the Iroquois County jail. Shrimplin was wanted on a Iroquois County warrant for contempt of court. Shrimplin later posted bond and was released. 
 
On February 10th, 2018, Iroquois County Sheriffs Police investigated a two vehicle accident in Cissna Park, IL. According to police reports, a vehicle driven by Judith A. Knapp, age 70, of Cissna Park, IL. was backing out of a private driveway on 3rd St. in Cissna Park when she struck a Postal Service vehicle being driven by Nicole M. Hendrickson, age 27, of Cissna Park, IL.. Both parties reported no injuries, and no citations were issued. 
 

Watseka Police Department News for February 6, 2018

Watseka police Department News Release  02-05-18 
 
1. Police investigated an accident whizh occurred on Monday February 5, 2018 at 11:S5 A.M. on E. Walnut St, at the intersection with 5th Street. A vehicle driven by Andrew D. Parsers, 40 of Watseka was east bound on Walnut St. and stopped for a red light. A vehicle driven by Mickey D. Gritton Jr., 40 of Danville stopped for the light behind Parsons. When Gritton saw westbound traffic begin to move, he accelerated without looking to see that east bound traffic still had a red light, and he struck the rear of Parson's vehicle. No injuries were reported and no citations were issued. 
 
2. Eleazar E. Loya, 41 of Watseka was arrested Sunday February 4, 2018 at 12:08 AIM. in the 100 block of W. Walnut St. for Resisting / Obstructing a Peace Officer, after Police came across a disturbance in the parking lot of a business there. He was transportec to ICSD jail where he later posted bond and Was released.

Iroqouis County Sheriff's Police 2-5-2018

On February 04, 2018, Iroquois County Sheriffs Police investigated a two vehicle accident on Rt. 49 approximately % mile north of Co. Rd. 300 N. near Cissna Park, IL According to police reports, a vehicle driven by Asmahan B. Bakri, age 36, of North Chicago, IL, was traveling northbound on Rt49 when she lost control on the snow covered roadway and struck a guardrail causing her vehicle to become disabled in the middle of the roadway. A vehicle beq-ig driven by Jesse E, Cundiff, age 62, of Oakwood, IL., was southbound on Rt. 49 and observed Bakri's vehicle in the middle of the roadway and tried to stop but lose control on the snow covered roacivvr:y and struck the vehicle then a guardrail. No Injuries were reported. Both vehicles sustained over $.1500 in damage and no citations were issued.. 
 
On February 04, 2018, Iroquois County Sheriffs Police arrested Michael Blackwell, age 23, of Watseka, IL, on a Ford County warrant for writ of body. Blackwell was transported to Iroquois County Jail where he remains in lieu of bond.

Illinois State Police Arrests 2-2-18

ASHKUM, IL- Illinois State Police (ISP) District 21 is reporting the arrest of Ronnell B. Mangram, 27, of Pembroke for Possession of a Controlled Substance.  
 
On February 1, 2018 at approximately 9:25 P.M., an Illinois State Trooper was on patrol in Kankakee County.  The trooper observed a vehicle with no front license place and the driver not wearing a seat belt on Route 50 at Armour Road.  The trooper stopped the vehicle and spoke with the driver, Ronnell Mangram.  A subsequent search of the vehicle and Mangram revealed 4.65 grams of crack cocaine, 1.72 grams of powder cocaine and 10 Xanax pills.  Mangram was placed under arrest and transported to the Kankakee County Jail for processing.  Mangram was charged with Possession of a Controlled Substance with Intent to Deliver, Possession of a Controlled Substance (Xanax), and Resist/Obstructing a Peace Officer. Mangram was also issued citations for operating an uninsured vehicle, failure to wear a seat belt, and no front registration plate.

Iroquois County Sheriff's Police 1-31-2018

On January 29th, 2018, Iroquois County Sheriff's Police investigated a two vehicle accident at the intersection of 2nd St. and Garfield St. in Cissna Park, IL. According to police reports, a vehicle driven by John W. Wixon, age 60, of Cissna Park, IL, was traveling northbound on 2nd St. when he rear-ended a vehicle driven by Jennifer R. Pancake, age 39, of Hoopeston, IL, at the intersection with Garfield St. when Pancake's vehicle came to an abrupt stop due to a malfunction. Pancake and her passenger were transported to Hoopeston Hospital for minor injuries. Both vehicles sustained over $1500 in damage and no citations were issued. 
 
On January 315t, 2018, Ryan Edward Harms, age 44, of Clifton, IL, turned himself in to the Iroquois County Jail to begin serving his sentence for Electronic Harassement.
