Shai A. Arseneau, 21 of Watseka was arrested on Thursday March 15, 2018 at 7:46 A.M. on E, Oak St. near 3 ^rd Street on a Kankakee County warrant charging her with FTA — Theft. She was arrested after an Officer recognized her walking and was aware of an active warrant. She was then also charged with Possession of a hypodermic needle. She was transported to ICSD jail where she awaits a court appearance
