ISP WEEKEND ARRESTS

 Illinois State Police (ISP) District 21 is reporting the arrest Anthony D. Lawrence, 46, of Kankakee; Randy R. Barwegen, 58, of Sheldon; Luke L. Akerman, 26, of Momence; Tena L. Stipp, 46, of Kankakee; and Himanshu N. Patel, 40, of Edwardsville all for Driving Under the Influence. 
 
On December 14, 2018 at approximately 12:36 A.M., an Illinois State Trooper was dispatched to a single vehicle crash on I-57 southbound at milepost 312 in Kankakee County.  The trooper arrived on scene and spoke with the driver, Anthony Lawrence.  Lawrence showed signs of alcohol impairment.  Lawrence was placed under arrest and transported to the Kankakee County Jail for processing.  Lawrence was charged with Driving Under the Influence of Alcohol and issued citations for improper lane usage, failure to reduce speed to avoid an accident, and illegal transportation of alcohol. 
 
On December 15, 2018 at approximately 12:16 A.M., an Illinois State Trooper was dispatched to single vehicle crash on Route 52 at 1700E Road in Iroquois County.  The trooper arrived on scene and spoke with the driver, Randy Barwegen.  Barwegen showed signs of alcohol impairment.  Barwegen was placed under arrest and transported to the Iroquois County Jail for processing.  Barwegen was charged with Driving Under the Influence of Alcohol and issued a citation for failure to reduce speed to avoid an accident. 
 
On November 15, 2018 at approximately 12:03 A.M., an Illinois State Trooper was on patrol in Kankakee County.  The trooper observed a vehicle traveling at a high rate of speed and swerving all over the roadway on Route 17 at Heiland Road.  The trooper stopped the vehicle and spoke with the driver, Luke Akerman.  Akerman showed signs of alcohol impairment.  A subsequent search of the vehicle revealed cocaine.  Akerman was placed under arrest and transported to the Kankakee County Jail for processing.  Akerman was charged with Driving Under the Influence of Alcohol and Possession of a Controlled Substance.  Akerman was also issued citations for speeding, improper lane usage, operating an uninsured motor vehicle, illegal transportation of alcohol, and expired driver’s license.   

 On December 16, 2018 at approximately 2:20 A.M., an Illinois State Trooper was on patrol in Kankakee County.  The trooper observed a vehicle traveling above the posted speed limit on Hobbie Ave. at Brookmont Blvd. in Kankakee.  The trooper stopped the vehicle and spoke with the driver, Tena Stipp.  Stipp showed signs of alcohol impairment.  A subsequent search of Stipp revealed cocaine.  Stipp was placed under arrest and transported to the Kankakee County Jail for processing.  Stipp was charged with Driving Under the Influence of Alcohol and Possession of a Controlled Substance.   
 
On December 16, 2018 at approximately 12:26 P.M., an Illinois State Trooper was dispatched to a reckless driver on I-57 northbound at miles post 287 in Iroquois County.  The trooper located and stopped the vehicle on I-57 northbound at milepost 294.  The trooper spoke with the driver, Himanshu Patel.  Patel showed signs of alcohol impairment.  Patel was placed under arrest and transported to the Kankakee County Jail for processing.  Patel was charged with Driving Under the Influence of Alcohol and issued citations for improper parking on the roadway and illegal transportation of alcohol.

Willis, 44, of Kankakee for DUI; Miguel Guadarrama Jr., 26, of Kankakee for DUI; Anfernee J. Kelly, 20, of Urbana for Possession of Cannabis more than 30 Grams; Reginald C. Jarrett, 43, of Momence for Fleeing and Eluding a Police Officer; Pete E. Rogers, 26, of Champaign for DUI; Arthur L. Hudson, 47, of Milwaukee, WI for Unlawful Possession of a Weapon by a Felon; and Patrick J. Mulligan, 43, of Ashkum for Fleeing and Eluding a Police Officer. 
 
On December 6, 2018 at approximately 9:46 P.M., an Illinois State Trooper was on patrol in Kankakee County.  The trooper observed a vehicle at a high rate of speed on I57.  The trooper stopped the vehicle and spoke with the occupants.  A subsequent search of the vehicle revealed counterfeit credit cards and equipment.  The passenger, Debraun Lewis-Mayo was placed under arrest and transported to the Kankakee County Jail for processing.  Lewis-Mayo was charged with Possession of Counterfeit Credit Cards and Possession of Counterfeit Equipment. 
 
On December 8, 2018 at approximately 12:45 A.M., an Illinois State Trooper was on patrol in Kankakee County.  A trooper observed a vehicle traveling at a high rate of speed and traveling all over the roadway on Route 50 at Mulligan Drive.  The trooper stopped the vehicle and spoke with the driver, Justin Davidson.  Davidson showed signs of alcohol impairment.  Davidson was placed under arrest and transported to the Kankakee County Jail for processing.  Davidson was charged with Driving Under the Influence of Alcohol and issued citations for speeding, improper lane usage, and operating an uninsured motor vehicle. 
 
On December 8, 2018 at approximately 2:39 A.M., an Illinois State Trooper was dispatched to a single vehicle crash on I-57 northbound at milepost 322 in Kankakee County.  The trooper arrived on scene and spoke with the driver, Scotty Willis.  Willis showed signs of alcohol impairment.  Willis was placed under arrest and transported to the Kankakee County Jail for processing.  Willis was charged with Driving Under the 
Influence of Alcohol and issued citations for failure to reduce speed to avoid and accident, improper lane usage, and operating an uninsured motor vehicle.   
 
On December 8, 2018 at approximately 4:45 A.M., an Illinois State Trooper was dispatched to a multiple vehicle crash on I-57 southbound at milepost 321 in Kankakee County.  The drivers of both vehicles were transported to St. Mary’s Hospital with injuries.  The trooper arrived at the hospital and spoke with Miguel Guadarrama Jr.  Guadarrama showed signs of alcohol impairment.  Gudarrama was charged with Driving Under the Influence of Alcohol and issued a citation for failure to reduce speed to avoid an accident and operating an uninsured motor vehicle.   
 
On December 8, 2018 at approximately 5:37 P.M., an Illinois State Trooper was on patrol in Iroquois County.  The trooper observed a vehicle traveling at a high rate of speed on I-57 southbound at milepost 299.  The trooper stopped the vehicle and spoke with the driver, Anfernee Kelly.  A subsequent search of the vehicle revealed 92 grams of cannabis.  Kelly was placed under arrest and transported to the Iroquois County Jail for processing.  Kelly was charged with Possession of Cannabis more than 30 Grams but less than 100 Gram of Cannabis.  Kelly was also issued a citation for speeding.   
 
On December 8, 2018 at approximately 6:09 P.M., an Illinois State Trooper was on patrol in Kankakee County.  The trooper observed a vehicle traveling at a high rate of speed (100 mph in a 55 mph zone) on Route 17 at 1500N Road.  The trooper attempted to stop the vehicle, but the vehicle continued traveling at a high rate of speed and passing other vehicles.  The vehicle then failed to stop at the stop sign at Route 114 and Locust Street in Momence.  The vehicle, driven by Reginald Jarrett, struck another vehicle.  Jarrett was placed under arrest and transported to the Kankakee County Jail for processing.  Jarrett was charged with Fleeding and Eluding a Police Officer and issued citations for reckless driving, speeding, improper lane usage, disobeying a stop sign, driving while license suspended, operating an uninsured motor vehicle, and failure to reduce speed to avoid an accident.   
 
On December 9, 2018 at approximately 2:34 A.M., an Illinois State Trooper was on patrol in Kankakee County.  The trooper observed a vehicle fail to stop at the stop sign on Schuyler Avenue at Court Street.  The trooper then observed the vehicle traveling at a high rate of speed and all over the roadway on Court Street.  The trooper stopped the vehicle and spoke with the driver, Pete Rogers.  Rogers showed signs of alcohol impairment.  Rogers was placed under arrest and transported to the Kankakee County Jail for processing.  Rogers was charged with Driving Under the Influence of Alcohol and issued citations for speeding, improper lane usage, disobeying a traffic control device, operating and uninsured motor vehicle, and failure to notify the Secretary of State of address change.   
 
On December 9, 2018 at approximately 4:21 P.M., an Illinois State Trooper was on patrol in Kankakee County.  The trooper observed a vehicle traveling in the left lane on I-57 northbound at milepost 314.  The vehicle was not attempting to pass a vehicle in the right lane and never attempted to move into the right lane.  The trooper stopped the vehicle and spoke with the driver, Arthur Hudson.  A subsequent search of the vehicle revealed a firearm.  Hudson was placed under arrest and transported to the Kankakee County Jail for processing.  Hudson was charged with Unlawful Possession of a Weapon by a Felon, Forgery, and Obstructing Justice.  Hudson was also issued citations for unlawful use of driver’s license and driving while license suspended.   
 

 
 
 
 
One December 11, 2018 at approximately 10:58 P.M., an Illinois State Trooper was on patrol in Iroquois County.  The trooper observed a vehicle traveling at a high rate of speed (116 mph in a 70 mph zone) on I-57 northbound at milepost 291.  The trooper attempted to stop the vehicle, but the vehicle exited I-57 at the Ashkum exit and continued traveling at a high rate of speed.  It was later discovered that the driver of the vehicle was Patrick Mulligan.  One December 12, 2018, the trooper went to Mulligan’s residence where he was placed under arrest and transported to the Iroquois County Jail for processing.  Mulligan was charged with Fleeing and Eluding a Police Officer, Speeding 35+ mph Over the Speed Limit, and Driving While License Revoked.
